Ich denke eher, dass die UIC-Nummern bei Triebfahrzeugen eingeführt wurden, da mittlerweile viele Fahrzeuge international unterwegs sind.
Es ist halt insbesondere bei der mittlerweile teilweise Doppelbelegung von Beureihennummern ein Problem und bei Dieselloks sehr unübersichtlich geworden.
Bei Wagen gibt es die schon lange, das ist richtig.
